The Annenberg Challenge money was disbursed primarily to people with Ed School backgrounds or current connections to Ed Schools. Of all academic departments or disciplines, Ed Schools have the highest percentage of fools claiming that conjecture is fact. This observation will also apply to Ed School graduates operating in the real world. If you don't have someone going over grant applications related to education with an experienced eagle eye, it is very easy to be conned by the Ed School true believers. As Obama had no public education experience whatsoever, neither as a teacher nor as a student, he was in no way qualified to evaluate research proposals in education.

This may be a reason why politicians like Mayor Nutter or Obama supports disarmament of the working class and small entrepreneurs(ie. gun control) as a "solution" to street crime while slapping the wrists of the gang bangers who create it.
