Is partial victory a victory?

Speaking of Republican political math, Larry Sabato has done a very detailed study of the 2010 congressional election, and concludes that there will be substantial Republican gains, but not enough to retake the House:

After examining all 435 House races for 2010, the Crystal Ball projects that Republicans will gain between 20 and 30 seats. While this is nothing to sneeze at, especially given that it would be the largest gain for congressional Republicans since 1994, it still puts them short of the 40 seat pick-up they need to take back the House.
Of course, a lot can change between now and next summer.

But if the GOP makes gains in 2010 but fails to take back the House, what will become of the current intraparty debate? Who will take credit for the partial victory? Or blame for less than a full victory?

By then things will be gearing up for the big 2012 challenge, and I am sure there will be bitter infighting. But because there are so many divisions, it's quite possible that the winner might once again be chosen by default.

Any ideas on who that might be?

If it's Romney or Huckabee, I don't know what I'll do. I might write in Gus Hall. Seriously. At least he was honest and a friend of mine (nicknamed Gus) always liked him.

I'm rooting for Palin, I don't know if she can rehabilitate her image in time or if the non-inside-the-Beltway Republicans, Libertarians, libertarians and conservatives who like her can get her the nomination.

Failing that, Pawlenty is trying to position himself, he could.

Failing that? I don't know. Bobby Jindal looks cool for what I've seen, but I don't know much.

Teh Fred has to decide if he's serious. I think if he gets in early and stays in, he could do something. The biggest hit on him was that he was unserious. If he can prove that his is serious, he could do something.
But is he serious? I rooted for him and then he just dropped out.
Teh Fred/Palin would be a formidable ticket.

I don't think Newt can rehabilitate himself, the media did a good job on him in the 90s (the way they do to all competent Republicans), I think Benito needed to do it last time, he screwed up by trying to be too smart.
Who else is there? Zombie Reagan could do it. But you have to living in your district.

If it's Romney or Huckabee, I'll accept we're doomed, start stocking up on ammmo and move to my own canyon/compound in western Colorado. I can do work at home until the fall, I only need the intertubes.

Larry Sabato, was one who "sandbagged" Allen with bogus comments, he just happened to remember 30 years ago, So I'd say we're due for a larger turnover, that said, except for Coburn, Demint, Bachman, now Wilson, what have they done to deserve the leadership.
